in the US, creating the ransomware is not illegal, giving it away for free to potential targets is not illegal.
what is illegal: is the locking of the user's data/access to functionality. and then amplify that illegality by holding for ransom.
now, what you could do, is make a game or program that has a EULA which states that until they can beat the game, they risk their data being locked. no one reads those anyway. and they can buy cheats/level skips/super weapons in-game to bypass a long gaming session.
