Is there a good alternative to QT?
Ideally I would like to set a generic base and just control the exacts with CSS. I'm using C++

Have a look at Copperspice - is a branch of Qt that uses modern c++ features to replace what moc preprocessor thing does, and has different licensing I think.

If you want to use CSS, you basically need to embed a browser.
You can do this on Java and I'm sure a 3rd party lib exists for C++ - but really, just don't.

Qt has CSS for elements without any embedded browsers. It's only CSS2 though.

It only remember Qt Style Sheets, which are somewhat like CSS2 but not really CSS2.
Anyhow, the point is unless you think it appropriate to invoke or embed a web browser, basically do it the native way. CSS is a web browser technology only.

JavaFX is pretty powerful, cross platform and has has support for CSS. I'm not sure how good it's CSS it is because I don't use it.
