Everything degrades, your CPU will degrade regardless. It'll just degrade slightly faster if you overclock. It'll degrade a lot faster if you don't use proper cooling or try to pump too much electricity into it.

Heat causes degradation on the materials by causing expansion and contraction, until eventually something breaks. High voltage just wears out the stuff it goes through until eventually something burns. Both can degrade your CPU separately, and can degrade it fast if present together
