They haven't managed to provide anything further than a "marginal GUI/filing system" .. even that, compared to linux, they haven't been able to advance. Stuck with the registry, stuck with the fragmentary NTS4. They can't improve it because it's such a mess. It's stayed a mess, because nobody has got to examine it/ fix it .. it being closed source.

Note "working on its kernel". There's one unique leadership that drives the kernel. The kernel itself? Works.

The desktop? There are eleventy projects under mixed leadership with no unique wisdom, and the display method (Wayland/Mir/X.org) is developed separately from both the kernel and the actual desktop guys (GNOME/KDE/XFCE/LXDE).
