OpenBSD does actually have a hypervisor and a virtual machine manager now. It's still pretty new though and I think it has problems with guests other than OpenBSD.

FreeBSD has bhyve which is their equivalent of KVM from Linux. OpenBSD devs recently made their own equivalent called vmd/vmm which currently works with OpenBSD guests but other guests are in the works.
