My old man's Samsung 60" 1080p Smart-TV just broke.
He's looking to replace it with 60" or larger, 1080p, supreme picture quality at the given resolution, and no smart-tv shit to jack up the price.
I'm drowning in 4k meme televisions everywhere I look. What's the best there is that isn't garbage at Walmart?

on a side note, do HDTVs have bad input lag if you're using them for console gaming, or only if you use them as PC monitors?

This particular TV when used as a pc monitor had 163ms of input lag when I tried syncing Crypt of the Necrodancer in windows 7. It was fucking awful. Game-mode was put on the TV.
When used with a console, however, I didn't notice any particular lag.
Honestly, check sears. I got a 4k 3d 65" Samsung for $200 because it had a scratch in the middle and they were discontinuing their electronics section.

Sony, Samsung, or Panasonic are all good brands. My dad bought a 55" Samsung at Wal-Mart (can't remember the model, but it's a 4k, smart, curved screen fwiw) and aside from being a pain in the ass to set up it's pretty damn good.

I use a Panasonic TC-L37S1 HDTV (from 2008 or 2009) as my living room PC monitor and I have had no issues with input lag at all. Maybe dumb TVs just don't have an input lag issue but I'm thinking that input lag isn't an issue unless you're playing competitively or measure it and obsess over it. 1080p 60hz via gtx770 and no issues at all, even with mouse/kb.

Average TV lag is super-noticeable even while mousing back and forth or typing (shitty models unconfigured have lag comparable to typing in a terminal window on dialup!) You just happened to luck into a Panasonic IPS LCD, which was the standard low-latency advice before manufacturers started advertising signal-to-display numbers.

Try fucking with the flex cables going to the LCD panel. You can mess it up more so try it after everything else. And by fuck with it I mean poke it, push it, rub it, etc. I've seen it work, and I watched a coworker use a pencil eraser on the adhesive where the panel and ribbon connect.
