If I were to purchase a 4k monitor, would I be able to scale down the resolution to 1080p and would it have a much faster hertz refresh rate?

I'm only asking because my eyes aren't that good so a higher refresh rate would be better than sharper image quality since I don't notice it.

I've got 8 GB of RAM and I was doing just fine but then I installed the new AMD DVR drivers I'm now getting low memory warnings all the time. Since I don't wanna turn off the DVR feature I now have to upgrade the RAM.

Now, an 8 GB DIMM would really make a dent on my pockets so I came here to ask if I could just buy a 4 GB stick and if it would work in dual channel or if it would work at half the speed the current one is working.

What setting do I have enabled on my keyboard where holding down a key is basically akin to having "turbo mode" enabled?
IE If I'm playing a game and hold tab to see the scoreboard, it flickers as if I'm entering the keypress over and over again. I just updated to the latest version of Windows 10, I updated to the Anniversary Update before but rolled back because of some issues. The last time I updated the search icon was replaced with the Cortana icon and this time it hasn't.

I want to escape the Google Drive and Dropbox botnet.
I have a bunch of external hard drives, so I was thinking of buying a Raspberry Pi and making it a NAS because I'm not shelling out for a real one. Does this make sense?

I have a couple questions, thanks in advance.
1. Using plex is different from using a regular network drive in that it streams the content right? If I don't care about streaming and want to make something that will replace cloud services, something like OpenMediaVault should be fine right?
2. If the drive is formatted in NTFS, will family members using macs have problems? If I should reformat (I don't want to if I can), what's the best file system to use?
3. Sharing is done using SMB. After WannaCry, I don't want tech illeterate family to flip their shit thinking that this is dangerous. Any reassurance?

How the FUCK do I get all the folders in a Library to have the same icon size?

They all used to scale automatically before the Anniversary Update, but now it seems every folder has to be set manually.

What I mostly use it for is because it renders subtitles in my native resolution instead of the videos resolution.
So a 720p video doesn't have 720p subtitles but 1080p.
Just makes it look a bit nicer.

So I'm running a dual boot setup.
