Your mobo might be defective, if you send the company an email they should swap it out for you for free
Also Windows starter can only use 8 gigs (don't quote me on that), if you happen to be using that

Do you have DDR4 2133 MHz RAM, OP?
Defective ram is more common than defective mobo slot. However, it's happened to me before too, so if I were you, I would try and test known good ram or just test one stick at a time to try and find which slot is defective to confirm that it is the mobo before returning it.

Probably your cpu cooler screw too tight.
Loose the screw and try again.
CPU pin may not connect properly.
Happened to me two times with new intel mobo.
