No. All they do is:

1: Insert a special boot DVD.
2: The DVD has software that loads the Windows registry file from the HD.
3: It seeks out any registry entries that hold passwords and blanks them.
4: Reboot into Windows and enter the new password.

All of those software services are simply performed by booting from a special DVD (or USB stick) and then running a program that does it. Even the $200 virus removal is done that way -- they just charge a lot more for virus removal because people get so panicked when they get a computer virus.

Agent here:
We don't use DVDs, at least none shitty ones don't. They mostly use USBs to keep the systems updated and so we can keep track of our software.

We use a open source software to reset the password. Works on all copies of Windows but only local accounts. If it has a Microsoft account then we can't do a single thing. For Macs you can boot into a OS installer and use termal to reset the keychain.

For the virus scans, yes we do use the software but that's only to get the ugly stuff out of the way. After that we boot back into the OS and finish the work manually.
