That would be a pretty well connected operator getting a permission for such a big tower, as well as intriguing tech.

Most likely by far it is a cell phone tower. You see on top 3 panels, dividing the cell into 3 sectors. Possibly each panel dividers the sector into a few radii. Small cells makes for better bandwidth within each cell.
