Many computers use XP because many run their own old customized software for simple tasks.
I recall trying update to win 7 some computers at work and got tons compatibility problems.
Some companies also use XP because they use cheap equipment, out in the industry there are still computers with 128 and 256 of RAM which can only handle XP and older, that's common when there are small companies that need 1.000's of computers running 24/7 doing basic but specific tasks.
Haven't you noticed most of the 10.000s reports come mostly from businesses rather than home users?

If you bought some expensive piece of hardware like an x-ray machine that only works with Windows XP then you're simply not able to upgrade and there's also a lot of specialized hardware (yeah, ATMs actually are a real example) that will only work on it.

It's kind of scary how much heavy industrial equipment actually runs off very old software. But I also see why, if you've used the exact same setup for 5 years and there's never been a problem with it and it just works then why would you tinker with it and risk it breaking?

You can actually enable application compatibility mode in POS2009 by getting the "slayerxp.dll" from an XP or Server2k3 install and then registering it. You can also source it from service packs but you have to use the expand command on the file first because they're compressed by default.

Some equipment is no longer made. You can make a lot of money by having one of the last running instances of a specialized machine.

There isn't enough demand to start production of new models, but there is more than enough to support the businesses that still have the old hardware up and running.

Alas, many of these old beasts require very specific systems for control; some require specific patch levels of XP, or in some cases old PPC macs running OS9.
