There's an obvious intent behind having electors rather than just saying the "state gets to decide". The house doesn't have free reign in this scenario: they have to pick from the candidates with the top three amounts of electoral votes. So Trump, Clinton, and Powell. I highly doubt they would have picked Powell over trump in this scenario if they had any intention of being re-elected themselves.
