2700/3200 is low for the 12 core. Not sure why someone would get that for HEDT.
I'm almost certain 2700/3200 is Snowy Owl clocks and HEDT will be higher.

May be even higher than the 3100/3600. But maybe not due to the double speed infinity fabric which uses more power and puts out more heat.

Ryzen does 5 instructions per cycle, Kably Lake does 4
It gets even worse on purely FP, Ryzen does 4 128 bit instructions, while Kaby Lake can do just 2
The only thing where Kaby Lake can beat Ryzen it's on 256 bit instructions, Ryzen and KL can 2 two per cycle, but Ryzen can just write one, KL can write 2

Meanwhile AMD can take 4 much smaller and cheaper Ryzen dies, slap them into a single package, and sell that as Naples at profit. Bonus on top of that is that since AMD's CPU and APU lines are all likely going to be derived from 1 die each, they don't have to spend nowhere near as much on developing the masks and whatnot for other dies (so 2 total not counting dGPU dies). AMD has a huge advantage here in terms of manufacturing the chips.
