What changed was the market for computers.
Even into the early 2000s, computers were owned very few people (some of the numbers I've seen were around 20% of Americans owned a personal computer in the early 2000s).
The market was largely students and professionals, and applications were designed with them in mind.

Then into the late-2000s, everybody had a computer. So now applications and websites were built to cater to them ("normies"), since they are the largest demographic now.

When you (and I) were growing up, interested people like us had a really hard time looking under the hood. No world wide web, shitty documentation, patches in the mail by floppy. Everything was really fucking expensive too. People who had no interest or patience for such things just couldnt use computers, or only did so with full-time support (e.g. business users with IT staff).

Now, interested people have a really easy time looking under the hood when they want to. Plus, people who have no interest or patience for such things can still use them (albeit less capably), and with far less support than in the past.

Altogether a win for both groups.

I think it's more to do with accessibility. Back then when computers costed over a thousand dollars (technically costing more due to inflation) only allowed a select few to own one. Tbey ware also way less streamlined, making it a necessity to learn the ins and outs of a machine just to be able to use it. As computers got cheaper more people could afford them, but they needed to make the OS accessible to the general population. GUIS started becoming popular because anyone and their grandmother could use them and figure it out, and that's the best way to be able to sell more computers to more people.
