it can't emulate n64 or psx right. so you'll be stuck with nes, snes, genesis and older things.
Install Lakka on one and turn it into a emulation station that can emulate pretty much everything that Retroarch can run.

In Plex the server handles the transcoding, so unless you pre-emptively reencode all your shit to a bitrate and format that works on your phone over the internet you're going to have a bad time with a Pi.

Don't get one without a pack of sensors and a few servos and switches.
Otherwise it's just a weak-ass computer. The I/O, size, power usage and networking are what make them useful.
For example; hooking up your thermostat to a servo motor, and then have the pi adjust the temperature based on weather forecasts it pulls from online.
Or maybe hooking it up to some motors that automatically draw/open your curtains based on outside lighting conditions.
It's a very cool piece of kit but without motors, servos, and sensors, it's a paperweight to me.

Pi 3 actually handles encoding pretty well, I have one serving as (one of my) plex servers, and I've never had any issues with it.
