Hell, I've been working at a web agency developing sites since 2014 and doing web work for others way before then.
Start with a wordpress or tumblr (something that would require minimal effort to set up) and focus on adding content to it. If after a couple of months you haven't abandoned the idea yet, you can think of something more ellaborate (and probably will have lots of ideas for it).

I do have content though. It is what subset of that content I should have on it that is the question. And layout/functionality.
I can never decide on if I want to have essentially a whole application that stores things like photos, art, etc. or just simply pull the latest from existing services that I have an account on. Or have a mix of stored items and pulled items (like having art stored on the server and keeping photos on Flickr, etc.) I don't even know what people would even want to see (if they were even to go to the site, which probably won't happen much.)
