That the fans are running at 100% doesn't really make much of a dent on your electricity bill. But simply seeding stuff shouldn't push the CPU usage so high that the fans have to run at 100%. Might just be a dusty heatsink.

Will take a long time to see any meaningful savings on the electricity bill if you buy a brand new board. If you see any savings at all. Not worth the time or effort, especially not for less demanding stuff like torrents.
