It's a Dell laptop with a touchscreen and nvidia/intel dual graphics. But it must be a windows driver thing because it never happens in Ubuntu.

Happens on my dell too akylake integrated gpu, doesnt have nvidia and it only happens when waking up from sleep

make sure that you are using nvidia card, usually on such laptops desktop is rendered on intel and you have to launch specific programs (like games) on nvidia.
actually the easiest way to check if you have bad drivers is to intall early version of your nvidia drivers, the version that you used when this artefact did not happen (search on their website in archive). they often send malicious updates to make people buy new gpus

Looks like a memory corruption , its too hot probably, or an old Amd gpu bug - if it is a cursor, not sure if they fixed it.
