it's not spot on. gradient descent has nothing to do with neural networks a priori. it's an optimization algorithm for any differentiable function. it just so happens that a lot of problems in training neural networks can be recast as l^1 minimization problems and that is why gradient descent gets thrown around.

I think he was refering to the fact, that you can get stuck in a local optimum, if you have set the wrong parameters. So there might be a much better "spot", but your current information tells you you're at the perfect spot already.

1. I don't really see it
2. "Gradient descent algo"s are not advanced AI
3. Why would the internet be particularly susceptible to neural networks?
