It sounds like shit but for that price it might be decent. I don't really get you price/performance people though.
You'll buy crappy stuff just because it's cheap, which will die soon anyway, and you'll have a rotten experience the whole time you'll be using it.
Why not spend more on decent, modern hardware, actually be happy using it, and after a few years, sell the thing for a good price?

Not really a grafix fag so I don't care much about having a high performance rig, even with my limited knowledge of computer hardware I realize it's not amazing but I think it'll get the job done at a decent price.

PSU manifacturer has a bad name for starters. Look at their amazon reviews, lots of people complaining about broken units.
CPU is really outdated, will be a bottleneck if you ever do want to play vidya.
GPU is not that old but it's a more high end model so it will need a lot of power from your not too reliable PSU.
And it has all been used as well. All in all, there is a fairly good chance that some part will die in 1-2 years.

Anyway if you don't care for gaming, why not just get a laptop?
You can get a used thinkpad for less than 350 bucks, which should be more reliable as well.
