You can literally do it yourself. Windows will cache as much as it can, so if you feed it more RAM, it will use more. Up until a certain point. There's only so much to cache on a fresh install.

Go remove one of your RAM sticks and try it yourself. I've used Windows 10 with 4GB, 8GB and 16GB RAM on the same system in the past month (due to waiting for and upgrading RAM), and it will use both more in real terms and also cache a whole lot more as you increase the amount it has access to. Which is fine, and the behaviour you'd expect.

Unused RAM is wasted RAM, your OS will leave some of your RAM unused in case you need it, but if you have plenty (16 or 32+ GB) then it will easily use ~8-10GB+ just on the desktop.

It caches more things into RAM to be retrieved much quicker than from the HDD or SSD where windows and applications are installed.
