Kinda. It uses peer to peer file transferring to basically seed your data between devices. It doesn't really have the versioning of a blockchain but it's a hella better option than cloud services like Dropbox, OneDrive, or iCloud.
I pretty much just use it for my keepassxc database and the linux client seemed to have issues with file links but that's fine. It works well.
I rely on cloud storage as another backup of my important files. It's cool when something goes wrong and I can redownload my old videos and pics from Google drive instead of having to get out the tape machine and load from cold storage.

You get a long and unique identifier code. You have to add your device to a list of authorized devices through your client (which conveniently can run in a web browser, offline) and set up a folder that is shared with every device in the authorized list.
