i5-7200U is pretty anemic. But if it's not intended for anything more than Microsoft Office + Browser usage, then it'll be OK.

Also, most prebuilt prices for larger SSD options cost more than just buying that size SSD and doing the replacement for yourself. It's possible it may be cheaper to get the worst storage option and buying a separate SSD with the capacity you want and doing the replacement yourself.

Depends what you need it for. $500 could net you a much more capable 2nd hand machine but it will probably be older and have compromises like size/weight/battery life etc. If you're not really doing any 'work' on it (browsing and office is not work) then the Dell is probably fine.
