My 6700k is at 4.6Ghz, it's faster than a stock 7700k with encoding in adobe premiere. It takes about 100 seconds to render a minute of 4k h.264, sometimes more depending on if I have any additions to the project

Premiere has never fully loaded any cores, every CPU I've used since Premiere Pro CS3 has capped out CPU usage around 70-80% It's always been something that drove me nuts.

The 220 watt TDP is for 4.7 base and 5 GHz boost. At 3.8 it's probably much closer to the 120 watts of the 83xx series.
