Yes, but not completely and not fully. There's actually many players who can do this.

If you have a small ISP then they probably have a primary upstream ISP where most traffic is routed. There are only a handful of tier1 carriers. These see a huge portion of the Internets traffic and they can and do monitor you. This would not mean connections from your ISP to another ISP in your city (perhaps country) but they do get to capture a very large amount of traffic.

There's also a whole lot of mandated border (as in country border) checkpoints. In Sweden, for example, all border-crossing traffic are by law required to be routed through the Swedish armed services. This terrorist organization monitors everything that's not a national connection. The UK is in the same situation.

It depends on how valued you as as a target and for whom. Windows has a backdoor called "Windows Update". It reports enough information about your computer to identify you when you request an update. It's very trivial to deliver a "special" update just for you.
