It's plug-and-play because Windows will look for a file called "something.exe" in your dongle.

With Linux you usually can download it with the package manager, which roughly takes 2 minutes (look for the package, retrieve the data, and confirm the allocation of 0.58MB because your package manager is nice and asks for your consent).
