How would I go about learning which pins do what for this
It's on a 2017 Pacifica fob, I'm trying to unlock it. I know which pins write to the chip on the older Chrysler 200s but this is a bit different

You look up all of the codes on the chip until you find the manufacturer. Then you hope that they have released a technical spec document on the chip. If that's not enough, you'll need the circuit diagram for the entire fob. That might have a clearer listing of the part numbers.
You need an O-scope, specifically something like a mixed domain scope that lets you capture the data coming off of it.
Watch some of dave's videos from the EEVBlog, he does this in serval videos to have safes and other things.
I think they are called spectrum analyzers.

as far as I know they only give unlock codes to licensed dealerships, or at least toyota does that, dont know about chrysler

It's an IC made by NXP (www.nxp.com) although I can't identify it. You can just email their tech support team and ask them to ID it.

you google the part number, find the datasheet, get the pin out.
rule out the ones that are power, gnd, etc... It can only be one that is GPIO or PWM/UART/SPI/whatever
Other than that you need to probe it while it is running or reverse engineer the circuit by looking at the board and figuring out how it works.
