I work in an office with 4 people and it's already noisy enough

If two people are on the phone, the other two cannot talk to each other or even on the phone

We all have headsets and what usually happens is whenever we have to make an important call (all the fucking time) we get up and move to one of our two meeting rooms for privacy and silence
In the meantime, our PCs, notes, printed reports and all the useful stuff are back in our office desk and we either have to remember all the important details or rush back to the desk mid-call to see something important

It's such a shitty design, and my boss wants to make us move our desks even closer in the future

Anyway, what determines how much should people in certain profession get paid? Everyone expects lawyers, doctors, people in finance, upper management to expensive. These groups have extremely long traditions of being paid well behind them. Software engineer or a data scientist is something new. I think engineers have a history and are step below lawyers etc. but but software engineer doesn't wear a hard hat and walk around inspecting things for example like traditional engineers did. Right now nothing is set in stone. Is it a blue or white collar job? Should they wear suits or are they hackers? Zuck wearing hoodie to suppress wages sounds crazy, but can't escape the fact that people who wear suits, have their own offices usually get paid more than those who don't.

I work in a NOC with about 100 people on the floor and a NASA mission-control style layout.

It can get a bit annoying at times, mainly when people used to be able to put their phones on speakerphone and blast the whole fucking space with whatever conversation, but ever since speakerphone was disabled it's been manageable.

When the talking gets too loud I just stick in some earbuds and I'm good.
I think the main difference between where I work and that zoo in the OP is the people. I work in a relatively professional environment, where people won't bother you unless they need something from you.
Most of my coworkers just shitpost or browse reddit whenever they want a break from work, so it stays pretty quiet. We also have a clearly defined mission, which if it begins to be hampered, the boss shuts everyone up real fast.

I don't think the layout itself is that terrible, because libraries have a similar open layout and are quite productive spaces. They are, however, quiet.
You can just look at that picture and know that it sounds like a mall food court in there.
