Yes, as long as the licenses for the open source programs are the right ones. Not all of them allow commercial redistribution.

people do it, except they don't sell it as an app, they package the install of the open source project with adware, malware, banking trojans, depending on where they're going to spread it. name-of-app.shadywebsite.popular-tld? adware. infected websites? banking trojans.

the most widely used license in open source applications (not libraries) is GPL, which basically prevents you from doing what you want to do. Thank our loved RMS for your freedoms.

I know this meme, but GPL -aside viral part- is totally ok for commercial use especially if it's a webapp.
