Sup guys. How do I make my pc more quiet? What should I change/add first?

Gigabyte RX480 4GB

Make all fans run slower using various methods that I'm too lazy to teach you.

download fan controller software and monitor your cpu, gpu, hdd temps. tehy can all stay constant 90 celcius doesnt matter create a graph in the software that onlky turns on the fans if one of the three becomes 90 celcius.
also unplpug your gpu and use motherboard graphiks when not gaymen

The cpu cooler is literally the most quiet thing in the pc, unless you OC for muh benchmarks, or do really cpu intensive things.

Not the boxed cooler. I would ass some massiv air or hybrid cooler, then more fans. Its better to have 8 fans running at 400 RPM than one or two 1000+ RPM fans.
Same with the CPU cooler, a 140mm x 2 AIO might look oversized, but it will cool this CPU on full load with the lowest fan speed. And he can use it for years and even bigger setups.
