Is there no way to streamline this process?
For example, when I used to do webdev you can run a script that monitors for any changes to .css files and automatically refresh as soon as i hit ctrl + s.
Any input is much appreciated.

look up file watchers and make one to run your stuff. I almost always do this to auto run my tests on filesave

you can run terminal commands from within vim/emacs and other editors
some editors allow you to bind a Run command to a hotkey
