Probably because Japanese devs are still using ancient Windows 98 code in their frameworks. Since they make their games for Windows, it "just werks". They'll switch over to Unicode compatible code if they see enough money in releasing their games outside of Japan.

As a side note, Japanese used LZH compression for years instead of ZIP compression like everyone else. It was pervasive enough for Microsoft to make a shell extension for LZH just like the ZIP shell extension.
