Then it's fake HDR that fucks with contrast to give the appearance of an HDR image. The whole purpose of the Rec. 2020 colourspace is to allow RGB values higher than 1 which allows per-pixel self bloom.
This is not, at all, ever, EVER possible on an LCD panel. You can only achieve this on an OLED.
