What's the best screenshot tool for Windows 7/10? Preferably

The telemetry one that takes one screenshot every second and sends it to a Microsoft server

I dunno about full webpages but the buily in snipping too is pretty great desu

There's Greenshot for regular screenshots and editing them.
Also, if you want to screenshot full webpages, I would recommend you a Firefox extension named "Screengrab!".

ShareX. It's by far the most advanced and customizable of all. It has a shitload of tools, and you can change any setting you imagine. It even records and live encodes webm (and gifs) such as this one.
