It's probably for swap or it's just cache needed for operations
Either way, android has callbacks for low space in the API, so some apps act differently when memory is low

It's reserved for cache just in case. You'd see the same warnings on any PC OS if you had abysmal storage capacity on it. Otherwise apps would crash or be forced to delete the cache of other apps. That's why you should never have less than 500MB free space on your SSD/HDD and that's why you shouldn't use <32GB storage for modern operating systems, or use 16GB but don't bloat it with apps such as facebook/messenger/chrome/googleplay which eat up 300MB each.
