Why can't AIB partners choose how much vram and what kind/brand/etc to include on a video card?

Because to double memory, they need to use double density memory chips. This is expensive. Assuming the gpu vendor even allows it.

They can and they do sometimes. I have 4gb GTX 670 and I remember seeing 3gb GTX 580.

They can and they do. It is not that there are many brands to choose from. There are like 3 major ram manufacturers; Samsung, Hynix and Micron.

Is there some technical reason it has to be double (or half?)? Is it not possible to say, release a 6gb GTX 1070 or something?

DDR chips have 64bit bus. Every chip or a pair of chips is connected to its own memory controller on the GPU. So if you want 6gb GTX 1070 it will have 6 chips most likely. Those chips will be connected to 3 memory controllers making it total of 192bit wide memory bus.
