Programs are separated from the NT kernel. This is so that even if shit freezes, Windows prioritizes mouse movement, your keyboard, and ctrl+alt+del. Sending ctrl+alt+del forces the screen for ctrl+alt+del (which I can't remember what it's called) up at the highest priority. Just doing ctrl+shift+esc would mean that signal is sent, but you'd have to wait until processes start to die down before task manager loaded. And at that point, you wouldn't really need it.

Basically, NT kernel puts ctrl+alt+del on priority, not ctrl+shift+esc. If shit freezes, ctrl+alt+del will work better.
