If you talk about "real" drones: They are expensive as hell and need a runway.
If you talk about the toy drones you can buy: They can't carry much more than maybe a small camera and need to get controlled by someone nearby who could easily be spotted. It's just not that much of an advantage.

What is jamming? Moreover, commercial drones can't really carry that much. And, IIRC most cities have bans on flying drones.
