It's cancer, like everything else Microsoft has pushed for since their inception. Windows 7 was the last thing they made that was actually usable.
Only time I ever had exposure to it was when someone recommended the sonicwall netextender client in the windows app store as I was having problems with the latest version I downloaded myself.
The version on the app store was fucking decrepit and obviously didn't even try to work any better

Why are you letting your OS do this? You should already know from using Windows for so many years that 7zip is the utility to use for extracting any and all archive files. Also, your file was encrypted.
I miss windows 7 but am stuck with a surface pro 4 on windows 10
