Because Qualcomm is a modem company, not a SoC company. They ended up making SoCs because of fate and timing, not because they were good at it. Their modems are good, their GPUs are good too because they're made by ATI's ARM team, but everything else sucks. They screw up everything when they try to design anything, at least this time they're using plain ARM designs again (Cortex A73).
