it's not the same card. It has different power delivery which may have a role in the higher frequencies. The silicon itself is also definitely higher quality, as even redesigned 480s were hard pressed to hit 1500 on the core and the card shown in the leak is a reference board. If you were paying attention, you'd have seen that as the process matured, 480s with good ASIC quality were drawing less than 100W under a gaming load.

It seems to me that the 480 was released prematurely and the 580 is the matured chip. I don't think it's unreasonable for AMD to name the cards something else since they are significantly better than the 400 series and will likely cost about the same. This avoids confusion like that surrounding the 1060s. Additionally, it removes certain PCIe power overdraw stigma that surrounded the 400 series at launch. I see no real issue with it.

We already have aftermarket 580's at 1440MHz at launch day, find me an aftermarket 480 at 1400, heck, find me one at 1350MHz that didn't come out 5 months later than the 480.

It's clearly a improved chip over the 480 one, just like Kabylake is an improved chip over the Skylake one

I'm comparing the reference board to the new reference board. It doesn't make sense to compare redesigned boards to reference. The reference 480 at launch ran 1266 pretty consistently and didn't really OC at all. The leaked card is showing a 1500 core and 8500 memory. (1500-1266)/1266*100=18.5
