But I remember that you could make Win98 look like Win 3.1. It didn't involve copying any thing from other systems. Everything you needed was inside Win98, you just had to twek the register values with regedit.

If I remember right that was because 98 still included Program Manager so that Win 3.1 apps that did things with it would keep working. There was some way to just tell it to start progman instead of explorer.

Windows does that because back in DOS 1.0 the forward slash got used for command-line switches on programs. It inherited this from QDOS and CP/M, which it descended from. At the time nobody thought much of it, since none of these supported subdirectories. When they implemented those in MS-DOS 2.0, they had to use backslash.

You can run Windows XPs explorer on Windows 7 this way. The start menu doesn't really work properly though. So I think it's possible OP isn't bullshitting but I'm not running Windows 10 so I can't test.
