If I want an oculus rift just to watch videos, what does it take to drive it? Will regular onboard video do?

If all you're gonna do is watch videos then just get one of those cheap ones that you can slap your mobile phone into. Oculus is too expensive and difficult to setup for what you're trying to do.
Don't buy any VR device right now. Generation 2 might be launching this year for both Vive and Rift. If you really want a display attached to your face that badly simply buy on of those 30 plastic headsets in which you can put your phone in. There are certain apps which allow for watching videos with those things.
No. The very question shows that you don't fully understand what the rift does even when watching videos or the power needed.

Get a Pimax. It's got a 4k display which is great for watching videos but not very good for games which you won't care about. Plus it's cheaper than an Oculus.

If your goal is to watch movies, then perhaps you should buy a used tv for $50.
