That's basically it. I've tried almost 25 by now. Foobar does this easily on windows. Why is linux programs so shit?
Don't get me started on paint programs either. GIMP is a total mess and a fucking joke, sheesh..

So there's literally one program that meets your arbitrary requirements in Windows. You loaded 25 programs, probably didn't bother to get the latest versions, didn't read any docs...
Lots of music players on Linux support DBUS. Even a novice programmer could use that to write an app that showed the now playing album cover.
