I have to set up parental controls for a client so they can be helicopter parents. The kid (13) is supposedly pretty smart and has already bypassed Microsoft family safety. I was thinking opendns on the router, securing it, and then making sure he's not an admin on the pc so he can't modify the machine's dns settings. I realize that if he's determined enough nothing will stop him. So what do? (Aside from real parenting, because I can't really suggest that).
Don't enable shitty parenting. That kid will most likely get through whatever he wants, and he won't take long to figure out Linux Live distros on a USB key. Unless you get that PC and home network locked down to corporate levels of paranoia, you're SOL

In addition to your ideas also enable: Group policy, secure boot, only boot from HDD/SSD, BIOS password, physical lock on pc casing.

rather than trying to help shelter this kid,
you are simply requiring him to overcome more difficult obstacles to get to the cheese. you are /g/rooming him.
