Belgian here, same shit for our modem and digital TV decoder. I know Canadians who are in the same situation. There's usually an option not to get anything supplied by the ISP, or to outright buy your device instead of renting it, though. Sometimes even more of a lease option.

The ISP industry is obviously not fit for a free market, it's clear that the heavily regulated European countries have faster, cheaper, more stable Internet with more consumer satisfaction.

The government doesn't have an incentive to inject ads into web traffic where corporations do, clearly the government would take better care of their citizens than a corporation that lives slowly to make profit out of these citizens.

You can have a public utility without it being a monopoly of ideas. The city running fiber to my house doesn't mean that it's going to tear out Comcast's RG-6 or ban Verizon's cell towers, and of course there's very little even national governments can do about Hughes.
And if the fiber program ends up being long-term revenue-neutral, that's LESS of a subsidy than the telcos receive.
So if the other options simply can't compete, that's on them.

Another alternative that's worked well in many places is to have a majority-government-owned but independent company - so somewhat insulated from political pressure, certainly at least as much so as AT&T with their entire floors of major exchanges blocked out for NSA usage - own and physically maintain the local lines, while private companies provide backbone links and routing from the local exchange. This could even easily solve the NSA/Stasi problem, as there's no reason they couldn't VPN all the way from your modem to their peering.
