Can't you just disable it with one of your function keys? Like Fn + F3 or whatever it is? Or does that reset on rebooting?

Is the actual part messed up, or is this just a driver issue? You should check to see if you can get a replacement online.

Disassemble laptop and cut wire from touchpad to mobo.
