That is true, in a sense. During the good old days of Cold War 1 people who were able to leave the USSR were celebrity dissidents, spies or nobodies who got out by sheer luck. The skills and virtues of those in the last category didn't make much of a difference to the countries accepting them. The same is now true in Western Europe today for sufficiently brown immigrants who are, or can pretend they are, from Syria. For the average Russian, though, it may well be harder to leave. However, software engineers, welders, certain kinds of miners, doctors, etc. who speak a foreign language can now go abroad to work and eventually earn permanent residence thanks to their skills. It takes a lot of effort, of course, but it is still easier than it would have been then, especially if you're a senior-level software engineer.
