Fixing neighbor's computer, she's like, sixty and doesn't know jack about computers, it got loaded with bloatware and I want to make sure I'm not crawling up this thing's asshole again in a few months.

I did call center work that was 50% people with computers like this. The time you'll spend trying to clean it isn't worth it. You can spend hours, and still end up with a broken windows install.
Just backup her shit, format and reinstall. Takes a couple of hours at most.
