Should I get a cheap point and shoot camera? Will it be better than a camera phone?

I've got a lg g2 and the camera is not that great desu.

I need to take better photos and some video for some projects.

I was thinking about getting a cheapo used canon 400D and a cheap lens but I still need a solution for video...

It's the same reason when computers are advertised the numbers that relate to the hardware are in yuuge txt. Ever bigger numbers means better to normals. Muh 9001 megapixel camera is better than that professional grade 12megapixel camera.
